It is clear to me from having spoken with ex-servicemen and women recently that pathways to employment can be difficult and that it is essential to have an extra layer of advice services, such as under the GHH model.
That work is incomplete. I am sure that the extra months that the delay provides will allow the situation to improve, but I do not think that that in itself is a valid reason for the extension.
The Scottish Government’s approach to tackling drug deaths needs to be constantly improved and looked at and, as I have said, housing support and extra care need to be built in. That is lacking in current strategies.
However, the issue is really the resource that has to go into the bidding process. A lot of extra effort is required, especially if such efforts are needed for every other bit of funding and all have to be layered on top of one another.
When something like that is on somebody’s mind and they are doing 12 hours on a zero-hours contract, trying to find an extra five hours of work is not their priority.
