This is reflected in Section 5.12 of the Scottish Government’s Code of Practice for the Welfare of Dogs, which is relevant to both owners and breeders and recommends microchipping.
In terms of the question about Nicola Sturgeon and myself, according to the ministerial code prior consent must be sought. The Deputy First Minister had that prior consent and, therefore, what she told the chamber on Tuesday was perfectly acceptable.I am struck by the fact that the Conservative Party seems to think that this position on the ministerial code is unique to this Government.
She must know, because she has been a minister and has dealt with exactly these things herself, what the Scottish ministerial code says on the matter, in paragraph 2.35.
However, we know, in the main, who is in the group, because we have very good joined-up primary care data in this country, which allows us to take out disease codes—the codes that people get because they have diabetes or severe asthma—and find them.
Just to clarify, we have the Scottish code on reintroductions and translocations of species, and any legitimate proposals that are made, as opposed to illegal releases, will certainly be evaluated in terms of the process and the considerations under that code.
