I presume that that would require the Minister for Enterprise and Lifelong Learning to take a more hands-on approach than he has to date. The arms-length model adopted for Scottish Enterprise, which is designed to bring in business expertise, seems to be fundamentally the right model if the agency is to be allowed to get on with the job.

Any reform of our NHS must be built on the important premise of improving services for people and thereby improving the health care that they receive. To date, Lanarkshire NHS Board has failed to demonstrate that any real health benefits will come from closing one of its accident and emergency departments.

The troublesome bills are private in the legislative sense, but they are all very public projects that are financed largely by public money. Therefore, the slow progress to date is a public problem. Where I grew up in Inverness-shire, it was relatively common to see windmills on crofts and smallholdings not to provide electricity, because they pre-dated that technology in that part of the world, but to power water pumps to raise water from the well to feed the water supply to the house and steading.
