I remind members that paragraph 7.4.2 of the code of conduct for members of the Scottish Parliament clearly states:“All drafts of committee reports should be kept confidential, unless the committee decides otherwise.”The purpose of that provision is to ensure that the committee is able to have full and frank discussions on a range of possible recommendations that may be contained in a draft report. It is not only a breach of the code of conduct but a discourtesy to other members of the committee to discuss such reports with journalists.
