This might be in spite of the correct clinical decision being made. Prisoners may not be informed about what decision has been made, nor how long they might expect to wait for an appointment or for treatment.
This allows authorities to access their own data, benchmark themselves against other councils and produce charts and analyses which may be helpful for budget planning or monitoring.
