For UEFA EURO 2028, we have chosen to introduce bespoke legislation, consistent with our approach to the 2014 Commonwealth Games and EURO 2020. This is a proportionate response that meets UEFA’s requirements, provides clarity for stakeholders, and can be delivered within the necessary timescales ahead of the 2026 Scottish Parliament election.
