The truncated scrutiny that is being asked of us to pass the bill does two things: first, I am afraid that it makes a mockery of how we ought to make and pass law in the Scottish Parliament, because the 70-page stage 1 report came out only last Thursday ahead of a bank holiday weekend, the Government’s 36-page response came out only yesterday on said bank holiday, and here we are having the stage 1 debate and being asked to vote on the general principles of the bill tonight.
