It could also be clearer on the face of the Bill that the power in section 10(b) (i.e. to make regulations subject to the affirmative procedure) would apply where a different source for determining the MIS was required due to the current UK MIS changing in such a manner that it was no longer appropriate to use in the measurement of fuel poverty in Scotland.
