Provisions of the Bill
The bill was split into two parts:
Part 1 requires Scottish Ministers to make a code of practice ('the Code') in relation to buying, selling and giving away puppies and dogs as pets.
Under the Bill, CWB partnerships will be required to publish and report on the measures being taken, or which will be taken, to empower communities and strengthen local economies. Examples include buying locally, supporting job opportunities, and including fair work criteria in procurement contracts.
The effectiveness of these outputs can then be assessed against desired outcomes. A previous publication by SPICe “Linking budgets to outcomes – the impossible dream?”
The implication of higher inflation is that it reduces the real terms value of a given level of cash spending - costs go up meaning the same level of spending buys less. It also means that the costs of certain Government priorities, for example protecting the SPA budget in real terms, becomes more expensive.
