Research and development tax relief probably makes sense in principle, although it may not be at its best at the moment. Relief should not be a dirty word; an effective and neutral tax system may well have a bunch of reliefs in it, but we need to look at each of them to see whether it is doing the right thing appropriately in the tax system.
