The ECCLR Committee sought clarification from the Scottish Government in writing and considered this response on 17 March 2020. Subsequently, the ECCLR Committee wrote to the REC Committee on 14 August 2020 providing their comments (the letter is attached as Annexe C in the REC Committee papers).

These Regulations are subject to the negative procedure and come into force on 7 March 2019.
Committee consideration
The Committee noted that regulations 3 and 6 contain provisions that are already directly legally applicable, by virtue of the content of the EU "Animal Breeding Regulation" and, therefore, fail to follow proper drafting practice.

The authors found that the original HEAT target (now called a Local Delivery Plan [LDP] Standard), which sought to embed ABIs into regular NHS practice, was achieved in March 2011, and the authors’ assessment is that the implementation of this component of Scotland’s alcohol strategy was carried out in line with government guidance.

Introduction
At its meeting on 17 March 2026, the Delegated Powers and Law Reform Committee considered the delegated powers that are exercisable within devolved competence in the Crime and Policing Bill (“the Bill”).
This funding will remain in place for these organisations until March 2025.
At Stage Two of the application process, Creative Scotland assessed applications from 281 organisations, with a total annual funding request of £87.5 million.
This was confirmed by Public Health Scotland who told the Committee in the period January-March 2021 there was a substantial excess in all-causes of deaths, but this was almost entirely due to COVID-19 deaths.
