UKSI Plant Protection Products Mis etc notification

The main purpose of the 2023 Regulations is to: (a) allow treated seeds to be placed on the market and used in GB as long as the PPP used to treat them was authorised for that use in at least one EU or EEA Member State immediately before IP completion date for a further 3.5 years and; (b) allow permits to be issued, by the GB regulator, for any PPP for a further 2 years if there was a valid Parallel Trade Permit (PTP) in place on 31 December 2022 provided that the GB reference product is still authorised.

The intention is to support businesses, as far as possible, with immediate cash flow challenges.  Annually, the Scottish Government pays out around £420 million through the Basic Payment Scheme and Greening payments.  Payments started issuing from 19 September 2022 instead of 16 October 2022.  At the time of writing this correspondence, over 14,000 businesses have received their payments with over £320 million in payments made.  While the start date of payments may change, the target remains the same - to pay over 70% of anticipated expenditure by the end of December 2022 and 95.24% of anticipated expenditure by the end of February 2023. 4.

This situation was exacerbated by the adoption of double blocks of learning time in some local authorities, and corresponding two-week learning cycles, which mean that in week one you may see a class for one double-session block, but in week two you may see the same class for three double-session blocks.
