Your evidence shows that there are huge differences.Even just stating, "You will operate against agreed guidelines, and there are preferred areas in Scotland," would set a remarkable precedent; if any unit under any minister were to lay down a list of areas of need, there would be 129 MSPs taking one view or another on it.
