Multi-year funding should be the standard as “we are the essential sector – the vital sector”. • Longer-term funding also allows for uneven distribution of spending – e.g. a 5-year project may need less spent in year 3 and more in year 5; constant funding each year may not deliver best value for money. • Projects may need extra staff, but it’s hard to recruit the people required unless they can be offered reasonable job-security. • Financial certainty directly benefits staff, reducing stress and improving job-satisfaction.

P ART 2 F INAL PROVISIONS 15 5 Ancillary provision (1) The Scottish Ministers may by regulations make any incidental, supplementary, consequential, transitional, transitory or saving provision they consider appropriate for the purposes of, or in connection with, or for giving full effect to this Act or any provision made under it. 20 (2) Regulations under this section may— (a) modify any enactment (including this Act), and (b) make different provision for different purposes. (3) Regulations under this section— (a) are subject to the affirmative procedure if they add to, replace or omit any part 25 of the text of an Act, but (b) otherwise, are subject to the negative procedure. 6 Commencement This Act comes into force on the day after Royal Assent. 7 Short title 30 The short title of this Act is the Climate Change (Emissions Reduction Targets) (Scotland) Act 2024.
