Non-Implementation of Acts
In this reporting year, the Committee continued its monitoring on the delay by the Scottish Government to implement all or some provisions within the following three Acts:
Female Genital Mutilation (Protection and Guidance) (Scotland) Act 2020
The Children (Scotland) Act 2020
Domestic Abuse Protection (Scotland) Act 2021
The Committee therefore held an evidence session with the relevant Scottish Government Ministers on 24 June 2025 in order to get a progress update on the individual Acts1Scottish Parliament. (2025, June 24).
Stage 1 Report on Visitor Levy (Scotland) Bill (SP Paper 502)
The Committee is of the view that uncertainty over whether a chargeable transaction could be subject to more than one scheme is unhelpful.
The Committee is currently considering the Transvaginal Mesh Removal (Cost Reimbursement) (Scotland) Bill. The Bill is very narrow in scope and seeks to refund individuals who have paid for private surgery to remove transvaginal mesh from their body.
With regard to the difference of approach between the references in the Bill and in the Age of Criminal Responsibility (Scotland) Act 2019; COPFS is referred to in the Act due to its role in collating statistical data, a role not carried out by the office of procurator fiscal.

The Non-Domestic Rates (Scotland) Bill was introduced in the Scottish Parliament on 25 March 2019 by the Cabinet Secretary for Finance, Economy and Fair Work.
