Background to council tax
Council tax is a devolved local tax which raised approximately £3 billion in revenues for local government in 2024-25. It is a banded property tax based on the value of a property in 1991, when the last general revaluation took place.
To the extent that it has been adapted in recent years, such as through the second home premium in 2024 or the change to multipliers in 2017, there were reservations shared by many that this ‘tinkering’ was not realising the full potential of the council tax to deliver greater system wide progressivity.
