As I read the concerns expressed in the Missing Persons written evidence, it is worried about the procedure that might have to be gone through, the cost of going to court and the technical requirements that might get in the way of ordinary folk just going along and getting somebody appointed.
If I was diagnosed with a terminal condition while an MSP, my pension would be automatic and I would get a lump sum. People who are diagnosed with terminal conditions in the UK should get their UK pensions early.
If you had a few years with nobody from, say, Shetland needing the changed service, would that mean that Shetland would get no money for those years? If Glasgow had more of its share of young people, would it get a bit more money?
The fact that we have now agreed a framework means that, subject to outstanding actions in both our Parliaments, we can get on with implementing the powers and the Scottish Government can get on with using them.
