That is based on our feeling that, if we had the flexibility to allocate our limited funding in our local authority areas and across our services, we would be able to achieve the best value and the best balance of outcomes for our communities as well as the ambitions that we share with the Scottish Government.
The Government seems to miss the point that much of what we all hope to achieve needs the resources to achieve best practice, rather than additional layers of bureaucracy.
In the meantime, we need to consider how we ensure that those folks are in the room. I do that to the best of my ability but there are always ways to do it better and I am happy to take those on board.

We want to do that co-productively with local authorities to make sure that the structure that we put in place reflects what they believe is the best approach, alongside what we are trying to achieve with transport planning.
