Wildlife Management and Muirburn Scotland Bill - Confirmation the Scottish Government will not lodge amendments to ban the sale of glue traps.
This means that the NICs rate on earnings between the personal allowance and £50,270 will be 10% from 6 January 2024. Above this level of earnings, the NICs rate drops to 2%.
By contrast, the Scottish Government's baseline includes an uprated higher rate threshold, thereby treating the freeze of the higher rate threshold in the 2024-25 income tax policy an explicit policy decision.
In the 2023-24 PfG, the Scottish Government announced an increase in the hourly rate for care staff to £12 per hour, but this will not be introduced until April 2024. Mechanisms to support national wage bargaining are not in the Bill, although discussions are ongoing about sectoral bargaining.
