Background
The Advanced Research and Invention Bill is a bill that was introduced in the House of Commons on 2 March 2021.
A Legislative Consent Memorandum (LCM) for the Bill was lodged by the Scottish Government on 2 September 2021.
The Regulations amend the commencement date for the DRS from 16 August 2023 to 1 March 2024. They also exclude all drinks containers under 100ml and products with low sales volumes (less than 5,000 items per year) from the scheme.
This follows correspondence between the Committee and the Scottish Government on 23 March and 6 April 2023, which the Committee drew to the attention of the lead committee at its meeting on 18 April 2023.
Of the 35 written submissions, 30 were from organisations and 3 were from individual members of the public.
On 1 March 2023, the Committee met informally with individuals from across the third sector as well as those representing accountancy and law firms in order to hear their views on the Bill.
