The four major supermarket chains have given statutory undertakings to comply with the supermarkets code of practice, which came into force on 17 March 2002.In response to a parliamentary question, Ross Finnie stated:"The Executive made representation to the Office of Fair Trading (OFT), early in 2003, to the effect that there was a very strong view from suppliers in Scotland that the Supermarket Code of Practice was not working.

We have strengthened accountability locally by appointing a much broader range of members to NHS boards, including local authority members, and we have legislated in the National Health Service Reform (Scotland) Act 2004 to lay on boards new duties of public involvement and regional co-operation.
