Scottish Budget 2022-23 - Non-Domestic Rates
The majority of the difference in 2021-22 (£518 million) is due to the March 2021 announcement of a 9 month extension to rates relief for hospitality, leisure and aviation sector, and the one year delay to removal of independent school exemption. Policy changes announced in the 2022-23 Budget proposal reduce expected NDR income by £96 million in 2022-23, and by around £40 million in each subsequent year.

In NHSScotland, the majority of temporary shifts are filled through the NHS Staff Bank. The Staff Bank provides NHS Boards with a pool of appropriately trained staff, working on NHS contracts at NHS rates of pay who can provide temporary cover for short term absences.
