Introduction
The Air Departure Tax (Scotland) Bill ("the ADT Bill") was introduced in the Parliament on 19 December 2016 by Cabinet Secretary for Finance and Constitution, Derek Mackay MSP ("the Cabinet Secretary"). This is the latest bill to arise from measures enacted in the Scotland Act 2016.
Since publishing the plan, I have met MSPs from across the chamber to hear their views on our policy choices and priorities, the costs of climate action and the massive benefits that climate action can bring.I have been clear on the importance of hearing directly from our communities.
However, I also urge everyone, especially MSPs and NGOs, to consider moving away from a subsidy system to reduce greenhouse gases and towards a pricing system, which would also help to resolve, to some extent, the budgetary problem.
