The Department of Trade and Industry's "International Benchmarking Study, 2000"—I suggested to the clerk that it be circulated to the committee—identifies the main reason for non-use of e-commerce, which will be familiar to most MSPs who have spoken to businesses that are not online:"further e-commerce development offers no tangible benefits" to the business.I often want to tell people that they can pay their council tax online, that they can order a rubbish collection online and that they can do things that are important to their business online.
