If we take the view that the worst type of framework bill is one that does not set any policy at all but just includes a load of powers that are then exercised later to set out the policy, you might argue that, by then, it is all too late, because there has not been a proper opportunity to consult or for legislators to comment on the bill—the primary legislation. At that point, the die is already cast, and it becomes much more difficult to influence the development of policy later.
