Whilst UEFA acknowledges that not all ticket resales result in these outcomes, they are outcomes, nonetheless, that are seen far too often. UEFA European Championship (Scotland) Bill (the “Bill”) In order to protect the principles of fair value and fair access as explained earlier, UEFA has requested legislation to be in place in Scotland for UEFA EURO 2028 which prohibits the resale of tickets.

Minister to Convener Earnings Arrestment

We will continue to work on assessing the options for significant changes and I will update the Committee in due course. In brief, the statutory debt recovery (diligence) procedures in Scotland allow for the recovery of debt through an earnings arrestment in which deductions from an individual’s salary to pay Scottish Ministers, special advisers and the Permanent Secretary are covered by the terms of the Lobbying (Scotland) Act 2016.
