We are interested in producing a document that is not sterile, so we are going around Scotland and consulting on issues such as migration, where we see the potential for shortages in housing, health and education services to create situations in which bad relations can flourish.

Some of us remember Cathy Peattie's work as reporter to the Education, Culture and Sport Committee almost 10 years back, which resulted in COSLA producing a new code of practice on school closures. Peter Peacock, when Minister for Education and Young People, addressed the problem by producing stronger guidance on how to improve consultation.

I cannot see how the civil service could possibly provide the support that is suggested in the Liberal Democrat amendment. The civil service code states:"Civil servants are accountable to Ministers, who in turn are accountable to Parliament."
