One of the things that I was trying to touch on was the requirement for a degree of flexibility. If a tender is accepted on the basis that there is to be no change to it, that could have significant knock-on effects for the development of transport and transport infrastructure for the next five to 10 years.We want to have some built-in flexibility so that the process moves quickly.
