The Hunting with Dogs (Scotland) Bill - Offences and exceptions
In relation to limiting hunts to the use of one dog below ground, this refers to the use of terriers when a fox goes underground. The Review notes that the Code of Conduct of the National Working Terrier Federation recommends that, wherever possible and practical, only one dog should be used.
