The Climate Change (Emissions Reduction Targets) (Scotland) Bill - Annual Targets

Whilst inter-governmental dialogue to try to resolve differences is to be welcomed, the fact that it is ongoing should not become a barrier to the laying of a LCM in sufficient time, and including sufficient detail, to enable the lead Committee to carry out its constitutional role of advising the Parliament on whether consent is appropriate.
