The primarypurpose of the Code of Practice on Sewerage Nuisance –Assessment and Controlof Odour from Waste Water Treatment Works- issued under terms of the Act inApril 2006, is to minimise odour by providing management and operationalcontrol mechanisms for operators to implement to best practicable means and forlocal authorities to monitor compliance.An enforcementnotice is issued if the code is not complied with or not likely to be compliedwith in a material regard, and as the vast majority of works are complying withthe code by producing odour management plans and odour improvement plans ifrequired, local authorities have not needed to pursue the enforcement noticeroute to expedite odour abatement action.
