It would appear that CMAL may have assumed ,by simply entering the tender, implied a capacity to offer the required BRG, th but following Keith Brown's 5 Aug intervention(above) it beggars belief to accept that CMAL did not interrogate th the issue, with all tenderers, prior to 20 Aug, when CMAL recommended to SG-TS that the contract be awarded to FMEL.
