The Executive is developing the equivalent of the Office of the Deputy Prime Minister's scheme to support core post office services and the development of associated retail facilities in deprived urban districts, as Robert Brown explained. As I said, I intend to announce shortly how the Executive will spend that money.

That is why the Executive encourages three-year funding for voluntary organisations. Indeed, as Robert Brown knows, we have given indicative funding to local authorities for a three-year period, which should, in turn, enable them to offer three-year funding to voluntary organisations.

In light of the enormous war chest of some £30 billion, which the UK Treasury has built up through EU budget rebates as a result of the excellent Fontainebleau agreement, will the Executive ask Gordon Brown for a few million pounds, so that EU money for Scotland's hard-pressed agriculture sector can be accessed?

This did not prove possible so each CMO then issued individual advice to their respective Ministers.The CMO England's advice was referred to on Monday 20 September in a statement made by Mr Nick Brown, UK Minister for Agriculture, about aid for farmers.
