More generally, the Cabinet Secretary also made clear in her evidence that “the bill will mean that we continue to appoint on merit” and that “taking positive action and appointing on merit are not mutually exclusive”ivOfficial Report, 26 October 2017, Col. 4. We would echo those sentiments.
