As of May 2022, 10 of the Bills for which LCMs have been lodged in session 6 so far conferred at least one delegated power on UK Ministers which is exercisable for Scotland within the Scottish Parliament’s legislative competence. Of these, powers in 7 of the Bills are not in a former EU policy area.
Instead of trying to fit young people into adults' work timeframes of 9 am to 5 pm, 5 pm to 7 pm or 5 pm to 9 pm, we need to ensure that services are designed for them.
We have already had a couple of discussions on that process, and I am keen to ensure that we do not get bogged down in having to react all the time. However, paper HC/99/7/22 allows me some discretion in deciding what should be on our agenda.
There are also minor errors, but the main points relate to sections 7(3) and 7(4). Does section 7(3) cover normal borrowing, and does section 7(4) cover borrowing from other health boards?
