I have great sympathy with what Rhoda Grant said. When the committee visited the north to take evidence, we heard tales of local people's plans being scuppered by non-governmental organisations.
It would be done partly through those groups and partly through our visits. Our visits will not involve going off to nice conferences in places such as Milan, but going to places such as Whitfield, Easterhouse and Pilton—although I do not know Edinburgh that well.
Although the petition mentions Cockenzie House in particular, the same problems apply to every care home in Scotland, except council care homes. The councils pay £150 more per person per week.
No system will be perfect and, regrettably, some exceptions might be required, but we should keep exceptions to a minimum and be clear about the reasons for them.
