I have spoken in Parliament about a visit that I made to an old lady in the village of Caol, near Fort William, who told me about the terrible flooding that she had experienced.
The problem is that we have some of the poorest public facilities in western Europe. Compared with Holland, Denmark and other countries of comparable size, our football infrastructure is seriously wanting.
Scotland's private water supply users may be more vulnerable to water scarcity, and private water supply users typically register lower compliance rates with legal water quality standards compared to Scottish Water supplies. Rural and island dwellings are also usually served by private sewage treatment.
This represents an increase of £4,392k compared to its budget in 2022-23. This is comprised of:
£22,943k arising from fee income (£413k increase from 2022-23) and
£12,050k of Parliamentary approved funding which represents an increase of £563k from 2022-23.
The Committee notes that the most recent statistics show that in February 2022, there were 47,713 days spent in hospital by people whose discharge was delayed which is an increase of 57% compared with the number of delayed days in February 2021 (30,450).

Many people told us that the low level of carer benefits was not sufficient to lift carers out of poverty and compared the level of Carer’s Allowance and CAS to what it would cost to provide a similar level of paid care.
I see no reason for a partial removal when a full removal opens up opportunities in research and removes an unfair fettering of one of our institutions compared to its counterparts elsewhere in the UK.
Mr Burgess also pointed to the requirement to consult those who are likely to be affected by any changes and again compared these powers with the existing powers in the European Communities Act 1972.
