Every four hours, on average, a Scot will die because of drugs or alcohol. They will die a needless and avoidable death because they were not given the right care and support at the right time.
Current Outlook
The 2026-27 Scottish Budget has a total of £7,568 million in capital and financial transactions funding available, which is an increase of £146 million compared to 2025-26 (2% higher in cash terms, or a 0.3% decrease in real terms).
The Budget is underpinned by forecast tax revenues from the devolved taxes (Land and Buildings Transaction Tax and Scottish Landfill taxes) and non-savings non-dividend Income Tax, which is a shared tax with the UK.
The report also recommends, however, that it should also be made clear that this rule does not affect the application of any other enactment or rule of law to the transaction proposed in the offer.

Administration
Revenue Scotland will manage administration and compliance of the SAT -- as it already does with the existing fully devolved taxes of Land and Buildings Transaction Tax (LBTT) and Scottish Landfill tax (SlfT).

He said:
If implemented, the bill will make various types of commercial transactions more efficient, less expensive and less complicated than they currently are, through the introduction of the two new registers.
Professor Steven highlighted the problem in a letter to the Committee making suggestions for potential improvements to the Bill:
“Since the Commission’s Report on Moveable Transactions was published in 2017, electronic documents have become more and more common, accelerated of course by the pandemic.
