This involves providing:
Clear information on the tenancy, level of arrears, tenants' rights, signposting to support and advice
landlords to make reasonable efforts to agree with the tenant a reasonable plan to make payments
landlord to give reasonable consideration to the steps that the tenants have taken and what external factors have impacted on the tenant's ability to pay the arrears.

STFA suggest that the Bill be amended to allow tenants to claim deer damage across the whole holding unless the landlord has given wriLen permission to the tenant giving the tenant the right to control deer across the whole holding.
Give reasonable consideration to:
any steps being taken by the tenant which may affect the ability of the tenant to make payment to the landlord of the rent for which the tenant is in arrears within a reasonable time
the extent to which the tenant has complied with the terms of any agreed plan
any changes to the tenant’s circumstances which are likely to impact on the extent to which the tenant complies with the terms of an agreed plan.
The end of the emergency legislation will not mean the end of tenant protection—not by a long way; tenants will return to the high level of legal rights and protection that existed prior to it.
Various arguments are given for this approach including the fact that:
the common law notice rules are already different for landlords and tenants
the landlord’s notice can lay the foundation for court proceedings to remove the tenant
a landlord’s notice may terminate the tenant’s business at the property
the landlord is more likely than the tenant to have an adviser to assist in complying with formalities.
