The Scottish Government has a programme to deliver new social homes. That is critical. It takes time, however, to deliver new-build programmes and developments.

It is an issue, but I do not know whether there are plans in place to address it. For new build, work is being done to promote the idea of off-site construction to encourage more people or a different group of people into the workforce.
I would say that that is covered by the final provision of the proposed new section 1(2), which talks of “promoting sustainable development activity which improves the health, wellbeing and prosperity of individuals and communities”.
It would be worth finding out what the latest situation is in that regard. We could find out whether the workforce and their representatives would be willing to make a submission on the issue.
