These total an estimated £900 million (after behavioural responses) for the same period (see figures for 2017-18 to 2019-20 in earlier Table 7).
The gap between the £170 million available to the Scottish budget and the estimated £900 million extra that Scottish taxpayers have paid over the period reflects the risks inherent in tax devolution.
