We have some difficulties caused by multiple types of flat ownership: some have individual tenants and some belong to housing associations or to the council itself.
It is robust enough to remove some of the anomalies that we seem to have had in the past, to ensure that factors fulfil their obligations and that they support and assist tenants in that process. If some factors are not up to standard, that will be highlighted in the process.
The industry is marked by particular commercial practices that relate to tenanted pubs. There are also issues to do with the way in which the rates system works for the sector.
