If Mr Ewing had listened closely to my answer to Mr Canavan, he would appreciate that the difference between the arrangements in Scotland and England is not one that lies with the Government or the Executive, but one that relates to the means by which the trustees of the different schemes chose to make payments to pensioners and beneficiaries. We are aware of the points that have been made by pensioners, which is why we have sought and obtained additional funds from the Treasury, so that the average pay-out to Scottish pensioners will be at least £1,000 more than the average pay-out to English pensioners.
