It is important that that is done properly, and I agree with Mr McLetchie if that is the point he is making. I thought he was about to announce a conversion to a rather different point of view on how these people should be treated, but it turns out that he is back on the soft touch argument, which I rather regret.

I was not thinking of Stewart Maxwell's bill, although I know one or two people who might be praying against that. I was interested in paragraph 26, the opening sentence of which mentions that "some 1,500 negative instruments" come before Parliament each session.
