One of the realities of the new state pension is that it was introduced in 2016 and pitched at 5p above the basic rate of pension credit. That has created a scenario where older pensioners who are below the threshold for pension credit can be topped up to the pension credit level, and the folk who are on the rate that is 5p above do not get pension credit.
