Whilst it is technically possible to establish a new regulatory body for heat networks in Scotland, the Scottish Government considers that the costs to set up a new body would be disproportionate and could take more than three years.
There are also questions about the timing of decarbonisation actions and the resultant gap between jobs lost in high emissions sectors and new jobs in renewables being created.
There is a rigorous approval process within Scottish Government for any new public body and the proposals for this Board will be subject to that in due course.
