The Regulations were laid on 26 October and alter the arrangements for registering documents in the Land Register of Scotland (and Register of Sasines) in connection with the registration of electronic documents and other miscellaneous matters concerning land registration.
The 29 SSIs laid by the LPPO can be broken down as follows—
3 negative instruments;
26 laid no-procedure instruments.
This report looks at the quality of the instruments laid by the Scottish Government and the LPPO in turn, identifying trends and encouraging improvement where necessary.
Last week at First Minister’s question time, we heard that the First Minister would be “very much in the spirit of”—Official Report, 26 September 2024; c 17. embedding such a tax on luxury travel in a future air departure tax.
Ultimately, providers were forced to apply a common-sense ideology plus the latest U-turn in instructions, which inevitably led to inconsistent application across Scotland.
