The University of Dundee is an invaluable component of the economic, social and cultural success of the city and region. The Scottish Government continues to work with external partners and internal analysts to better understand the economic impact the University has, locally and nationally. Universities are autonomous institutions, and whilst Ministers cannot compel a commitment to no compulsory redundancies, the university is expected to work with staff to make every effort to protect jobs. We will continue, alongside the Scottish Funding Council, to work closely with the sector on its sustainability into the future. A Strategic Advisory Taskforce has been established, bringing together expertise to support the development of a sustainable future for the University, the region, and the wider economy. The first meeting of that Taskforce was held on 24 April. Membership includes a range of stakeholders including skills and enterprise agencies as well as representatives of the business community.

Social Security Scotland staff who assess applications receive comprehensive training developed in consultation with people with lived experience of health conditions and disabilities.

Due to the complexities and range of health conditions, decision makers are also supported by in-house Health and Social Care practitioners and equipped with the guidance necessary to properly assess the impact of young adult cancers and all other health conditions.

Training includes case studies which highlight a range of health conditions and disabilities, and Clinical Operations colleagues have delivered sessions on general cancer awareness.

As part of its commitment to providing a learning service, Social Security Scotland always welcomes feedback from clients. This helps the organisation understand clients’ views and improve their experience wherever possible.

As head of the system of prosecutions in Scotland, I have primary responsibility for the investigation and prosecution of criminal offences in Scotland.

I have, along with Procurators Fiscal, who hold commissions on my behalf, legal authority to instruct the police in their investigation and reporting of crime and all suspicious, sudden and unexplained deaths, both under the common law and on a statutory basis.

Instruction and direction may be issued in relation to specific matters in the context of ongoing liaison between the police and Procurators Fiscal who can instruct the police during the course of investigations and when further investigation is required in a case. Instruction of the police is a continuous process in the discharge of the Lord Advocate’s duties as regards the investigation and prosecution of criminal offences in Scotland.

In general, if the police consider that there is insufficient evidence of a crime being committed, they will not make a report to the Procurator Fiscal. In some instances, particularly in more serious cases, where police are not sure there is sufficient evidence that a crime had been committed, they may report the matter to the Procurator Fiscal for advice and direction. This structure recognises the expertise of the police in investigating crime, the responsibility of prosecutors in respect of the investigation of crime, and the independence of prosecutorial decision-making.

Communication by the Police as regards conclusion of their investigations is a matter for them: an announcement by the Police confirming conclusion of their investigation does not preclude the Crown from raising proceedings in the future should subsequent investigation uncover evidence providing potential sufficiency in terms of criminality which is then reported to prosecutors for consideration. Neither do any such announcements have any bearing on future prosecutorial decision making– every case reported to prosecutors is carefully considered in terms of its own facts and circumstances and in line with the Prosecution Code and is made entirely independently of any other person.

We are working at pace to develop the systems needed to effectively mitigate the two-child cap in 2026. We recently carried out an online consultation to inform policy development and are engaging with the Department for Work and Pensions to develop the necessary systems and data sharing arrangements needed to deliver the payments effectively. Impact assessments will be published in due course to inform Parliament’s consideration of the required legislation.

The Scottish Government is committed to ensuring that finances remain on a sustainable trajectory and that we continue to reach a balanced position each year. We will continue to take forward our strategy for doing this, which will be updated in the next Medium Term Financial Strategy due to be published later this year, alongside the fiscal sustainability delivery plan.

Our strategic investment of up to £500 million over five years is expected to leverage additional private investment of up to £1.5 billion in the infrastructure and manufacturing facilities critical to growing the offshore wind sector.

We are almost tripling our capital funding in offshore wind to £150 million in 2025-26. This strategic investment is being delivered through the Scottish National Investment Bank and our enterprise agencies, with public funds leveraging additional investment.

We welcome the commitment of developers to invest an average projection of £1.5 billion in Scotland per project across the 20 ScotWind offshore wind projects through the Supply Chain Development Statement (SCDS) process. We expect developers to honour their SCDS commitments, which were a condition of their being awarded Option Agreements.

We recognise that staff are NHS Scotland’s greatest asset. We cannot provide the services that people need and deserve, and put in place improvements in performance without highly qualified, skilled and motivated healthcare staff. This pay offer represents an investment that recognises the value we continue to place on our NHS staff.

The £191 million quoted in the press is the estimated cost to NHS Scotland of the increase in national insurance contributions announced by the UK Government in October 2024. The estimated costs of the two year pay offer the Scottish Government recently made to Agenda for Change staff working in NHS Scotland is a £701 million investment.

It is recognised that workforce and pay costs driven by a period of prolonged high inflation are now contributing to significant budget pressures across health and social care, the wider Scottish Government budget and the whole of the public sector. This Government has been clear that the extent of challenges will not be addressed in a single year and we will continue to make the tough choices necessary to support sustainable public finances, whilst also seeking to minimise the impact on frontline services as far as possible.

There are twenty-five operational windfarms on Scotland’s national forests and land, managed by Forestry and Land Scotland. None of the windfarms are community owned in whole or part.

The following table provides the full list of projects funded through the Recycling Improvement Fund with a breakdown of the projected tonnage and funding allocated to each project, for which tonnage increase is a direct impact. N/A indicates projects where recycling tonnage impacts are indirect to the project e.g. in-cab technology for drivers.

Scotland is leading the way in the green jobs revolution. The PwC Green Jobs Barometer shows that 5.6% of all job adverts in Scotland in 2024 were for jobs that have a positive impact on the environment, meaning Scotland is once again first place among the 12 UK nations and regions in the overall Green Jobs Barometer.

The Scottish Government regularly engages with the National Energy System Operator (NESO) and the UK Government in relation to the actions set out in the Clean Power Action Plan, as well as the development of the Strategic Spatial Energy Plan (SSEP), which will set out a long-term view of what energy sources are needed to reach net zero, and their most optimal locations across Great Britain (GB) on a zonal basis.

NESO modelling was a contributing factor to the development of the technology capacity scenarios set out in the Action Plan which includes an outline of GB-wide measures to support the development of energy storage.
