Our workforce plans remain under regular review as we deploy the workforce in line with Ministerial priorities, providing public services as efficiently and effectively as possible, and operating within the direction set out in the Budget.

Increases to the timelines relating to the Land and Buildings Transaction Tax Additional Dwelling Supplement were introduced with prospective effect from 1 April 2024, following a process of consultation.

The Scottish Government made clear in the initial December 2021 call for evidence and views on the Additional Dwelling Supplement that any changes arising from the process would not be made retrospective. The subsequent consultation on draft legislation published in February 2023 confirmed that the proposed changes, including to the relevant timelines, would have prospective effect only.

In this context, the Scottish Government has not considered backdating the 36 month time limit to claim an Additional Dwelling Supplement repayment to 1 October 2022.

The National Bairns’ Hoose Governance Group had five meetings between February 2023 and June 2024.

We have provided local authorities with over £65 million since 2020 to fund community mental health and wellbeing services for children, young people and their families. This investment will continue with the baselining of £15 million per annum funding into the local government finance settlement from 2025-26.

The community-based supports and services are focused on prevention and early intervention, promoting positive mental health and wellbeing, and tackling emotional distress. Supports and services are available in every local authority area, and more than 300 have been put in place across the country, including supports for trauma, anxiety and depression. Local authorities have reported that nearly 83,000 people used the supports and services between July 2023 and March 2024, including more than 10,000 family members and carers.

In addition, we continue to provide £16 million a year to local authorities to ensure that all school pupils aged 10 and above have access to school counselling services, and local authorities have confirmed that services are in place across Scotland. We have also supported school staff to understand and recognise the range of mental health and wellbeing concerns that young people may experience through a professional resource, which complements 2021 guidance to support whole-school approaches to mental health and wellbeing.

The Child and Adolescent Mental Health Services (CAMHS) service specification highlights that all children and families should receive support and services that are appropriate to their needs. For many children and young people, such support is likely to be community based, and should be easily and quickly accessible. We continue to work with NHS boards to monitor the service specification’s implementation, to improve services and support for children and young people and their families.

We continue to invest in mental health services for children and young people and we have directly allocated £123 million to NHS boards and integration joint boards for a new enhanced mental health outcomes framework in 2024-25. The framework provides a single, flexible funding stream to support continued improvements and better outcomes across a range of mental health and psychological services in line with the Mental Health and Wellbeing Strategy, including CAMHS. The priorities for the funding this year are to continue delivering improvements in CAMHS, psychological therapies, eating disorders and neurodevelopmental services, as well as ongoing innovation and service reform for mental health services.

The Scottish Government is committed to reducing the number of households and time spent in temporary accommodation and we are taking a number of actions in line with the report’s conclusions. The best way to reduce the number of households with children in temporary accommodation is by preventing homelessness before it occurs. The homelessness prevention measures in the Housing (Scotland) Bill will make the prevention of homelessness everybody’s business and will ensure people get the help they need earlier to remain in their homes.

To minimise the harm caused to children who stay in temporary accommodation for long periods, we are supporting local authorities to increase the supply of social and affordable homes of the right type and size, including larger properties suitable for families.

We have provided funding of £80 million over this year and next, 80 per cent of which has been targeted to five local authorities with the most sustained temporary accommodation pressures.

The core Scottish Government has grown its workforce in the last decade in order to respond to newly devolved powers, such as Social Security, the impact of exiting the European Union, and the Covid-19 pandemic.

Since March 2022 the core Scottish Government has enhanced its recruitment controls and has been reducing its total workforce. This has decreased in each financial year, including the current financial year to date, with the reduction reaching 4% for the period from March 2022 to December 2024. In this period the workforce has been deployed to new priorities such as the establishment of ScotWind and to respond to the conflict in Ukraine and the cost of living crisis.

The Scottish Government reviews the workforce size routinely in governance forums, alongside information on the delivery of the organisation and the financial position both of the portfolio and more specifically the operating cost. The delivery reviewed is both in terms of progressing the Programme for Government, as well as activities such as responding to Freedom of Information requests. It also includes the delivery of corporate services that are resourced from the core Scottish Government, and provided to many different public bodies.

These regular reviews ensures that there is an ongoing assessment of the efficiency and effectiveness of the workforce.

The Scottish Government has been consistently clear that it opposes fire and rehire practices.

As outlined in the Scottish Government’s Evaluation Strategy, published in 2022, we have robust plans in place to evaluate the impact of the ELC expansion to 1140 hours on outcomes for children, parents and families. This includes an economic evaluation that will analyse parental employment outcomes.

We are ensuring that individual components of the evaluation are made available as they are ready and that the learning from these is used to inform policy development and delivery. In August 2024 the Scottish Government drew together existing findings to publish the ELC Expansion to 1140 hours: Interim Evaluation report.

The interim evaluation found promising signs that the expansion is delivering improvements for families across Scotland. For example, in 2022, 88% of parents with a 3 to 5 year old were satisfied with the flexibility they have been offered to use their funded hours in a way that meets their family’s needs.

We expect to publish the Final Evaluation Report on the 1140 ELC expansion in December 2025.

The Scottish Government does not hold this information, as teachers’ absence is a matter for local authorities as the employer.

The process to appoint the new chair of the Highlands and Islands Enterprise agency, began on 4 March, when I received Alistair Dodds' letter, confirming his retirement.

Once the selection panel's appointment plan has been approved, the vacancy will be published online at Public appointments - Scottish Government Jobs. There will also be an extensive outreach programme to ensure we attract a strong field of applicants.

The appointment process will follow the Ethical Standards Commissioner’s Code of Practice for Ministerial Appointments to Public Bodies in Scotland. Once the process is complete, the appointment decision will also be published, in line with this Code.
