I have asked Teresa Medhurst, Chief Executive of the Scottish Prison Service (SPS), to respond. Her response is as follows:

SPS are committed to prepare those in our care for a return to their communities and, for some, this includes access to personal items and various forms of media.

As defined in The Prisons and Young Offenders Rules (Scotland) 2011, the Governor in Charge (GiC) must establish a System of Privileges, taking into consideration a number of factors, including security.

Access to watching DVDs is at the Governors discretion and remains a privilege and not a right.

Currently, there are no plans to review this current practice.

I have asked Colin Lancaster, Chief Executive of the Scottish Legal Aid Board to respond. His response is as follows:-

The Solicitor Contact Line (SCL) is a team of publicly funded criminal defence lawyers who provide telephone advice and in-person representation to suspects in police custody. The majority of publicly funded advice for those in police custody is provided by solicitors in private practice: SCL assists the around 30% who do not already have a solicitor, mostly by way of telephone advice.

Where SCL identify that in-person representation is needed, this will normally be provided by duty solicitors from either the private sector or the Public Defence Solicitors’ Office. The SCL provides contingency cover which is called upon in a small proportion of cases.

There has been no formal ballot for industrial action and it is unclear whether or when any such a ballot might take place. If the result of any ballot supports action, the form or extent of that action is also unclear. At this stage it is therefore not possible to comment on potential impacts.

The Division of Commonties Act 1695 was discussed at the Net Zero, Energy and Transport Committee’s stage 2 consideration on 17 June 2025 and I undertook to provide an update on the Scottish Law Commission’s work on it as part of its work on statute law repeals. I can confirm that following a request by the Scottish Government, the Scottish Law Commission undertook preliminary work on the Division of Commonties Act 1695, and the issues arising in relation to it. The Commissioners took the view that a review of the Act would not be an appropriate law reform project for the Scottish Law Commission and advised Scottish Government of this in August 2018.

In this year’s Programme for Government we committed to setting out a single combined timeline for reform to curriculum and qualifications in June 2025, with the aim of providing clarity about next steps for the education system. The Scottish Government has worked closely with our lead delivery partners Education Scotland and the SQA to produce a timeline for the Curriculum Improvement Cycle and Reforms to Qualifications and Assessment. The document sets out progress to date and next steps and was published today (23 June 2025): Curriculum, Qualifications and Assessment Reform – Progress to Date and Next Steps - gov.scot.

The publication provides an initial timeline to give clarity to partners and practitioners across the education and skills system, as well as to parents and carers and young people, about when they will start to see changes in teaching and assessment.

While change to curriculum, qualifications and assessment should be expected, the focus will remain on the enhancement of excellent learning and teaching as we know this will make the greatest impact on outcomes for our children and young people.

The work aims to support more consistent teaching, learning and assessment experiences, and improved attainment and achievement of our children and young people.

The Scottish Government is actively delivering a programme of reform that is coherent, realistic, practical and deliverable.

Scottish Government fully recognises the vital contribution of all our fishermen, including those that hand dive, who work tirelessly to provide high-quality seafood. Their efforts are vital to the Scottish economy, and for our coastal and island communities in particular, and give Scotland its rightful reputation as a producer of world-class fish and shellfish.

As our national trade and marketing body for the Scottish seafood industry, Scottish Government works closely with Seafood Scotland. The Scottish Government, alongside Seafood Scotland, supports transparency in seafood sourcing and welcomes informed consumer choice. Catching and production information is already accessible to buyers through labelling and supply chain data.

Scottish Government does not however have a role in relation to how menus are written. Food Standards Scotland has responsibility for the provision of food information to consumers, including fish labelling. While there is no legal requirement to provide provenance and catch methods on menus, food businesses may provide this information on a voluntary basis. As with all food information, it must be accurate and not mislead the consumer.

We continuously improve how we manage our waters based on the best available evidence, and are always working towards more sustainable inshore fisheries that balance economic, social and environmental outcomes.

The Scottish Government announced on 17 December 2024, that the use of WhatsApp and similar mobile messaging applications in Scottish Government would end.

I am pleased to confirm the new Policy and Guidance on Mobile Messaging Applications will be introduced as of 20 June 2025.

The Policy and Guidance now reflects that the use of Mobile Messaging Applications such as WhatsApp is not permitted.

The guidance sets out the approved corporate channels of communication and the scenarios that they are to be used in. The guidance also sets out the responsibilities and actions to be taken in exceptional circumstances when corporate devices and services become unavailable.

A time bound and limited transition period until the end of 2025 has been requested to allow a small number of agencies and parts of the organisation to continue to use mobile messaging. These areas currently have no practical alternative that can be used immediately to provide communication in existing or emergent circumstances such as:

• For the purpose of multi-agency communication to work with others effectively in situations like responding to wildfires
• For communicating with media in the transfer of high-quality large audio or video files
• For overseas operational tasks with local contacts and stakeholders who use mobile messaging as standard or where connectivity may be impacted
• Matters of overseas staff safety and security.

The number of staff identified to have a transition phase has been carefully scrutinised. The agencies are as follows: Forestry and Land Scotland, Science Advice for Scottish Agriculture, Animal and Plant Health Agency, Food Standards Scotland. In Scottish Government, the areas are Rural Payments and Inspection Directorate, Communication staff (News staff only) for communications purposes, Culture and External Affairs Directorate, EU Directorate and the Directorate of International Trade and Investment.

In response to the Joint Budget Review conducted with the Parliament in 2022, the Scottish Government continues to improve the information available on the climate impacts of our decision-making.

This is the second year in which we have produced our enhanced taxonomic assessment of the full Budget providing a standardised approach to the classification of both resource and capital budget expenditure relative to their climate impact. We are committed to learning and improving how we do it and, while the overall approach to the taxonomy is the same as last year, to increase its rigour and robustness the key change to the process this year has been to bring in a wider range of official expertise through a more panel-based approach improving confidence in the assessment of budget lines.

In 2023 we published a Heat in Buildings Monitoring and Evaluation Framework (Heat in buildings monitoring and evaluation Framework - gov.scot). This described the different elements that need to come together to enable us to deliver the heat transition and indicators to track progress in each of these areas.

Our annual Heat in Buildings Progress Reports (last published on 10 October 2024: Heat in Buildings: progress report 2024 - gov.scot), reported against the indicators described in the Framework and described the action we are taking to support delivery.

We are continuing to work in partnership with the sector and with installers to ensure that the appropriate support and training provision are aligned locally with business needs and future demands.

Our proposed Heat in Buildings Bill will provide clarity and confidence to boost consumer demand for clean heat and build market confidence.

The website Air Quality in Scotland provides guidance on exempt fireplaces and stoves in Smoke Control Areas, and a link to the list of exempt appliances in Scotland, which is updated monthly. The Air Quality in Scotland website also provides a link to the Spatial Hub interactive map of all the Smoke Control areas in Scotland.

The Scottish Government remains committed to implementing a high quality and clinically safe thrombectomy service. We have invested £39 million to date on expanding access to thrombectomy. While we continue to face significant financial challenges, we are committed to further expanding the service, ensuring access is as equitable as possible.

Whilst the Scottish Government cannot currently provide a timeline for expanding the service, Scottish Government officials and NHS planners have been asked to work at pace on developing a plan for the next steps for service expansion.

We have also provided funding for thrombectomy nurse posts in spoke sites with high rates of ischaemic stroke and this will support maximising access to thrombectomy across Scotland. Procurement of a national artificial intelligence imaging tool is also underway and, once implemented, this will help improve detection of patients with strokes suitable for thrombectomy.
