The Scottish Government intends to allocate up to £5.1m per annum to cover the costs of the advocacy provision over a four year period. All of the funding is provided for the establishment and operation of the new service. However, this is a demand-led service and until it has been operational over a period of time it will not be possible to develop a detailed breakdown of when funding will be drawn down.

To ensure continuous improvement of the service, and to inform the next procurement exercise, we will monitor demand and review expenditure over the contract period. Subsequently, the contract value will be updated in the Public Contracts Register ahead of any extension or retendering for this contract.

The Inquiry must, and will, be given the resources necessary to discharge its task. It will be fully funded by the Scottish Government. Costs are to be determined by how the Inquiry is run by the independent Chair. For that reason, as with other inquiries, we have not set a fixed budget for the Inquiry.

The Inquiries Act 2005 requires the Chair to avoid any unnecessary cost, whether to public funds or to witnesses or others.

Following the end of Professor Ken Muir’s ‘ consultation on the replacement of the Scottish Qualifications Authority and the reform of Education Scotland’ , on 26 November 2021, Professor Muir is preparing his report and recommendations, which the Scottish Government expects to receive soon.

Our approach to managing the Covid-19 pandemic has been underpinned by our Framework for Decision Making since its publication in April 2020. The Framework set out the key principles that guide our decision-making in responding to and managing the four key harms of Covid-19. These four harms are distinct but inter-related and comprise the direct health impacts of Covid-19; non-Covid-19 health harms; societal impacts; and economic impacts.

Covid-19 is first and foremost a public health crisis, and the use of legislative powers has been necessary to in order to limit transmission of the virus and save lives. We know that Covid-19 is not about to suddenly disappear, which is why we are currently undertaking work to consider the necessary adaptations to handle any future phases of the pandemic as proportionately and sustainably as possible.

We are working on a revised Strategic Framework, which will set out how we can adapt to managing the virus in the medium to long-term as it becomes endemic. This includes an update to our strategic intent by moving towards developing the necessary flexibility and resilience in our health and social care systems, wider public services, economy and society to deal with potential new variants of Covid-19 or other public health threats.

The updated Framework will set out how we can live as freely as possible while controlling the harms that the virus can cause, using lessons learned during the epidemic to benefit Scotland going forward. We are consulting with businesses, organisations and others across society as part of this process, and we will bring the update to Parliament in the coming weeks.

The five commitments made in the 2019-20 Programme for Government were; 1) appoint a Chief Medical Officer Speciality Advisor for stroke care, 2) review and improve the current stroke care bundle to improve outcomes for patients, 3) collaborate across government on stroke prevention and raising awareness of the signs of stroke, 4) begin work to scope out and define what a progressive stroke unit looks like, and 5) ensure that a national planning framework is in place for a high quality and clinically safe thrombectomy service.

Updates are as follows;

Professor Martin Dennis (Chief Medical Officer Specialty Advisor for Stroke) and Dr Fiona Wright (Deputy Chief Medical Officer Speciality Advisor for Stroke) were appointed in 2020.

The Scottish Stroke Care Audit standards have, for several years, included the proportion of patients with a final diagnosis of stroke who were managed in accordance with all four standards comprising the care bundle. The standards within the bundle include the prompt delivery of: a) admission to a stroke unit; b) brain scanning; c) screening for swallow problems; and d) administering aspirin (unless contraindicated). The standards are regularly reviewed in line with current evidence and updated guidelines.

We have progressed with work to scope out and define a progressive stroke pathway. The resulting document is expected in early 2022. It will set out our vision for what stroke services across Scotland should deliver across the whole patient pathway, including prevention, recognition of stroke, timely access to acute and hyperacute care and the provision of stroke rehabilitation.

We remain committed to introducing a high quality and clinically safe thrombectomy service in Scotland. A pilot thrombectomy programme began in the North of Scotland at NHS Tayside on 9 November 2020 and the East of Scotland began their pilot service on the 6th September 2021. A Scotland wide service is expected to be operational by 2023.

Our priority is for a seamless transition for passengers and staff throughout the transition to ScotRail Trains Ltd from 1 April and during the business’ first year of operation. We have empowered ScotRail to review its range of fares offerings to respond to changing travel behaviours due to the impacts of the Covid pandemic, and as part of this work to seek to simplify fares where possible as part of an improved service to passengers.

In addition, the Fair Fares Review, which is currently in its planning stages, is being undertaken by Transport Scotland to ensure a sustainable and integrated approach to public transport fares in the future.

In response to the three questions regarding staffing number (a) Full-time equivalent (b) headcount (C) Seasonal workers at Caledonian Maritime Assets Ltd I can confirm as follows.

The Scottish Government is committed to working closely with all 32 of Scotland’s local authorities to address the climate emergency. Scottish Ministers frequently meet with local authorities to discuss a wide variety of topics encompassing the climate emergency: such as Programme for Government; budgetary matters; a just transition; and biodiversity. It is therefore not possible to give an exact number on how many ministerial meetings since April 2019 contained discussions of local authorities climate emergency planning.

In addition, Climate Change Officials meet with COSLA on a regular basis to discuss a range of shared interests related to the climate emergency. Cabinet Secretary NETZET is due to meet representatives of Dundee City Council and Highland Council to discuss plans to respond to the climate emergency in the coming weeks.

The Scottish Government has today announced an Independent Chair is to be appointed to oversee a Review of Audiology Services in Scotland.

The appointee will provide leadership to a National Audiology Review Group established to examine hearing services provided to both children and adults in Health Boards across Scotland.

As I have previously stated to Parliament, it is vital that we are confident in the quality and effectiveness of our audiology service in Scotland. To do this, we need to identify any potential wider issues and what recommendations need to be taken forward across NHS Scotland to ensure our audiology service is fit for purpose and support our commitment to the needs of children and people living with a sensory impairment.

The group will provide recommendations for a national plan for improvement.

The Scottish Government will provide a further update to Parliament detailing the remit of the review, its membership and timetable for reporting once an appointment has been made.
